Exciting news has emerged about the NSW Government’s finalised rezoning plans for the Bella Vista and Kellyville Transport-Oriented Development (TOD) precinct. Following an in-depth review and substantial community input, the NSW Government has confirmed that Stanhope Gardens and Glenwood will not be included in the rezoning plans. This decision, effective from 27th November 2024, ensures that these areas remain unaffected, protecting their unique community and infrastructure dynamics.
Kellyville and Bella Vista (TOD Rezoning)
The New South Wales Government is dedicated to providing more affordable and conveniently located homes near transportation, amenities, and employment centers. The Transport Oriented Development (TOD) Accelerated Precincts initiative will play a crucial role in increasing housing availability near major transport hubs while fostering vibrant, walkable neighborhoods.
Bella Vista and Kellyville have been selected as accelerated precincts due to their close proximity to metro stations and key public transport interchanges, encouraging walking and cycling opportunities.
Key Changes to the Rezoning Proposal
The revised rezoning proposal reflects a significant shift in approach, prioritising balanced growth and community welfare. Here are the notable updates:
• Removal of Stanhope Gardens and Glenwood from the rezoning;
• Capacity for 2060 more homes close to Metro stations;
• More flexible planning controls for key sites to encourage faster development;
• Better public amenities, with more trees and additional landscaping; and
• More public open spaces.
A Win for the Community
This decision is being celebrated as a victory for the local community, particularly for residents of Glenwood and Stanhope Gardens. Blacktown City Mayor Brad Bunting has applauded the NSW Government for listening to community concerns and revising the proposal accordingly.
Mayor Bunting highlighted that the initial rezoning plans lacked sufficient infrastructure, such as community facilities, parks, and road capacity, which would have placed undue strain on the area. Extended community consultation played a vital role in shaping the outcome, with 5,390 submissions received during the exhibition period. These voices underscored the importance of aligning new housing with adequate infrastructure and preserving the community’s quality of life.
“The NSW Government decision to remove Glenwood and Stanhope Gardens from the rezoning is a win for common sense,” Mayor Bunting remarked. “I thank the NSW Government for responding to our advocacy and ensuring a better outcome for our community.”
Looking Ahead
The finalised rezoning balances the need for growth with the preservation of established neighbourhoods. By scaling back housing targets and enhancing public amenities, the government has demonstrated its commitment to inclusive and sustainable development.
With the rezoning now set to take effect, we can look forward to thoughtful development that benefits both new and existing residents, enhancing the overall liveability of our vibrant community.
